Moving to GitHub issues

Recently we decided (based on your input) to disable our old bug tracker (JIRA) and move over to GitHub's issue management tool. We think this is a big improvement for all of us and makes the development on pimcore more transparent. Of course we'll migrate all the relevant issues/tasks within the next weeks (any help is more than welcome). 

The old bug tracker (based on JIRA) is not deleted, we just changed the URL ;-) It will be available for quite some more time, at least as long until pimcore 4 is released.
